We have finally gone through his debt and he has a debt of $1500 in his name from the electric bill that was put in his name while he was underage without his knowledge.

How do we fight something like that and get it out of his name? My husband HAD to set up payments to pay the bill as to not get in trouble at work (He is in the Marine Corps and they said if he cant get up a payment they would not let him get secret clearance REQUIRED for his MOS and without it he would not be able to deploy).
