If you have no credit can you still be a victim of identity theft?

Or are the odds just less in such case? Because Ive noticed things like being “pre-approved” for a credit card, and out of spite Ive filled a couple apps out in the past and got denied (typical). So im wondering if having “NO credit” is a good thing these days.
